Endorsement

"Removing almost all business taxes, including property taxes on improvements, excepting only taxes reflecting the marginal social cost of public services rendered to specific activities, and replacing them with taxes on site values, would substantially improve the economic efficiency of the jurisdiction."William Vickrey, professor of economics and Nobel Laureate

Eight Nobel Laureates in Economics have endorsed a tax on land values rather than on production.

What do We Propose?

The most basic reform would be the property tax.  For example, instead of 82.64 mills on land and buildings, we could bring in the same revenue with 54.22 mills on houses and other buildings and 173.68 on land values.  It works where used, and Philadelphia cannot ignore an idea that can help us through hard times and beyond.

Changing the property tax from an unfair and damaging tax to one that rewards those who have built and will build buildings and "incentivize" vacant land and blighted property owner to get off the dime and start spending some dollars to make the city a better place for all.
