Alan Feinberg is a licensed architect and certified planner who lives and  works in the spectacular old, small city of Frederick, MD -- triangulated exactly forty miles to the west of both Baltimore and Washington. For the past three years he has been working on a unique project to take advantage

 of the fact that a brand new gateway road, East Street Extended, which will be opening up in 2009. Not only does this roadway provide better access into the heart of the historic district, it allows the redevelopment of a vast amount of land -- about 1800 acres -- that has been mostly considered 'the

 wrong side of the tracks.'

 

To that end he formed a new community development corporation named East Frederick Rising to orchestrate the planning, design and implementation of this area, so that the community becomes an integral stakeholder in determining its own fate. Incentive taxation may be an

 important tool in all of this to encourage improvements and to discourage debilitating speculation on the land.
